KCC (Electromagnetic Compatibility EMC Registration) 

  • Overview
  • Information & communications equipment are subject to mandatory certification according to Article 46 and Article 57 of the Radio Waves Act and Article 33 of the Fundamental Electronic Communications Act. Eligible manufacturers, importers or distributors shall label certified equipment according to Article 3 of Certification Rules for Information & Communication Equipment.
  • With increasing demands in electric or electronic appliances, electromagnetic compatibility registration is intended to protect users or consumers from or to minimize vital or material damages, communicational interference with other items and mechanical misuses.
  • Target devices
  • devices with more than one terminal port which serve to input, output, store, retrieve, transmit or control data & communicating messages, except for wireless items with 600 voltage or lower power supplies, including computers and peripherals, internal components, computers with wired terminals and internal components, appliances with ports connected to computers such as electronic communication items or materials (wired terminal) are required to get approval.
  • Communication units that require approval do not need to be separately certified for electromagnetic compatibility registration, but shall be accompanied by electromagnetic compatibility test result.
  • Subdivision
  • - Computers: including all kinds of computers
    - Computer peripherals such as keyboards, mice, scanners, digitizers, memory
    - Internal computer components with terminal ports, graphic cards, motherboard, power supply, in/out put interface disk drives, (floppy disks, CD-ROM, hard disks, etc.), multi-media cards
    - Excluding wired communication terminals, form-approved items according to the Telecommunications Act, LAN items (LAN cards, bridges, hubs, etc)
    - Excluding wired communication terminals, type-approved devices according to the Telecommunications Act, LAN devices (LAN cards, bridges, hubs, etc)
  • Qualifying items requiring conformity registration

CCD camera of computer system for industrial facilities use Computer systems for use in industrial facilities are subject to registration except that only imported components for repair are certified as entire system.
Automatic certificate issuing machine(PC certified as finished product, VGA card certified to PC with use of a monitor, printer, keyboard) The addition of new components to a certified finished product is subject to recertification for the PC or entire system
  • Target devices requiring application form & conformity registration

Wireless device installed in military aircrafts. Applicable aviation items under the Aviation Act are subject to Official type approval, except for military aircrafts.

  • Certification procedure

  • Preparations
  • - User manuals
    : The user instructions shall describe summaries, specifications, structural layout, and usage (Korean versions shall be rendered for imported items). The following items shall be included in the user instructions or accompanied by other attachments.
  • - Summary : A brief description of the entire item shall be made, with an expression of objective if possible.
  • - Specifications: Generally includes applicable voltage, item size, weight and condition (humidity, temperature).
  • - Structural layout: The device shall be preferably illustrated in part or in whole by using photos or pictures.
  • - Usage: A detailed description shall be made of how to install, operate, maintain and repair the device not to difficult to daily use.
  • User instructions
  • • The following description shall be legibly and conspicuously included in user instructions.
Division User manuals
Class A items (Broadcast communications unit for business use) This class A product is registered in Electromagnetic Compatibility, and User may be required to take adequate measures for other purposes than household use.
Class B items (Broadcast communications unit for household use) This class B product is registered in Electromagnetic compatibility and is for domestic environment and also for general use.

  • According to Article 33 (approval of application form) of Electronic Communications Fundamental Act, Article 46 (certification & registration of application form) and Article 57 (Electromagnetic compatibility Registration) of Radio Waves Act, all of relevant broadcast communication systems are subject to certification labeling.

Legal basis - Paragraph 4 of Article 33 of the Electronic communication fundamental law
- Notice of annex 5 (certified labeling) official type registration and type registration, and Electromagnetic compatibility registration of broadcast communications systems. (Paragraph 2 of Article 7)
- Labeling shall be an engraved index, sticker or printed matter, attached it to a conspicuous position of product and shall not be easily removable.
- For conformity registration, items for business use shall be indicated as (A),and household items indicated as (B) just next to the last decimal digit of the certification number.
Size Flexibly adjustable depending on item size.
Exception Small sized products shall be labeled by an identification mark or design if they cannot afford certification labeling.
Other The identification mark shall be entered in packages or user instructions, including company name, model name, manufacturing date, and manufacturer's country of origin.
  • Labeling
  • - Labeling shall be made of engraved index, sticker or printed matter, attached it to a conspicuous position of product and shall not be easily removable.
  • - Certification labels may be enlarged or diminished in size and expressed in colors, depending on the size and properties of the certified item.
  • - If the certified label is more than 7mm in size horizontally, the letters ‘Broadcast Communication Committee’ shall be entered between certified label design and certification number.
  • - Identification marks shall be entered in packages or user instructions, including company name, model name, manufacturing date, and manufacturer/country of origin.
